The Indianapolis, IN City Council will consider new regulations on panhandlers, a term the city also attributes to street ticket scalpers, following a recommendation by a council subcommittee, according to WTHR-TV. The proposed measures would prohibit panhandling from taking place within 50 feet of a traffic intersection. Indianapolis Metropolitan Police Department Cmdr. Darryl Pierce told council members that the proposal could help with public safety.
